</div>
<div>One of the most common reasons first-time buyers in Arizona put off purchasing a home isn’t credit. It isn’t income. It’s the down payment. The assumption that you need thousands of dollars saved before you can even start the process keeps a lot of qualified buyers on the sidelines longer than necessary.</div>
<div>Here’s what most of those buyers don’t know: Arizona has some of the strongest down payment assistance programs in the country — and many of them can be layered directly on top of FHA, VA, USDA, and conventional loans to dramatically reduce what you need to bring to closing.</div>
<div>This guide covers every major program available to Arizona buyers in 2026 — what each one offers, who qualifies, and how to use them.</div>
<h2>What Is Down Payment Assistance?</h2>
<div>Down payment assistance — commonly called DPA — refers to programs that provide funds to help homebuyers cover the down payment and sometimes closing costs on a home purchase. These programs are offered by state agencies, local governments, nonprofit organizations, and private lenders.</div>
<div>Assistance typically comes in one of two forms:</div>
<div>Grant: Money that does not need to be repaid. Free funds applied directly to your down payment or closing costs.</div>
<div>Second Mortgage / Forgivable Loan: A second loan that either carries no interest and is forgiven after a set period — often three to five years — or a low-interest loan that must be repaid when you sell or refinance.</div>
<div>The availability, terms, and income limits of these programs change regularly. New programs enter the market, funding windows open and close, and eligibility requirements shift. Part of what I do as your broker is actively monitor this landscape so that when you’re ready to buy, we’re looking at every option available — not just the ones from six months ago.</div>
<h2>Arizona Down Payment Assistance Programs for 2026</h2>
<div>
<figure id="attachment_7489" aria-describedby="caption-attachment-7489" style="width: 1024px" class="wp-caption alignnone"><img decoding="async" class="size-large wp-image-7489" src="https://sweetloans.net/wp-content/uploads/2026/05/arizona-down-payment-assistance-programs-2026-overview.png-1024x527.png" alt="Arizona down payment assistance programs 2026 overview including Home Plus Pathway to Purchase and Chenoa Fund" width="1024" height="527" srcset="https://sweetloans.net/wp-content/uploads/2026/05/arizona-down-payment-assistance-programs-2026-overview.png-1024x527.png 1024w, https://sweetloans.net/wp-content/uploads/2026/05/arizona-down-payment-assistance-programs-2026-overview.png-300x154.png 300w, https://sweetloans.net/wp-content/uploads/2026/05/arizona-down-payment-assistance-programs-2026-overview.png-768x395.png 768w, https://sweetloans.net/wp-content/uploads/2026/05/arizona-down-payment-assistance-programs-2026-overview.png-1536x791.png 1536w, https://sweetloans.net/wp-content/uploads/2026/05/arizona-down-payment-assistance-programs-2026-overview.png.png 1748w" sizes="(max-width: 1024px) 100vw, 1024px" /><figcaption id="caption-attachment-7489" class="wp-caption-text">Arizona offers multiple down payment assistance programs in 2026 — many of which can be layered with FHA, VA, USDA, and conventional loans.</figcaption></figure>
</div>
<h3>1. Home Plus Program — Arizona Department of Housing</h3>
<div>What it offers: A grant or forgivable second mortgage of 3%, 4%, or 5% of the loan amount to cover down payment and closing costs. On a $350,000 home with a 5% assistance grant, that’s $17,500 toward your down payment.</div>
<div>Loan types: Works with FHA, VA, USDA, and Conventional (Fannie Mae and Freddie Mac) loans.</div>
<div>Who qualifies:</div>
<ul>
<li>Minimum credit score of 620</li>
<li>Annual household income at or below the program limit (varies by county — typically around $122,100 for most Arizona counties in 2026)</li>
<li>Must be a primary residence purchase</li>
<li>Must complete a homebuyer education course</li>
<li>Available to both first-time and repeat buyers</li>
</ul>
<h6>Why it’s significant:</h6>
<div></div>
<div>The Home Plus program is one of the most widely used DPA programs in Arizona because it’s statewide, flexible across loan types, and doesn’t require repayment in most cases. It’s often the first program we look at for qualifying buyers.</div>
<div>More information: Visit <a href="http://azhousing.gov">azhousing.gov</a> for current program guidelines and income limits.</div>
<h3>2. Pathway to Purchase — Arizona Department of Housing</h3>
<div>What it offers: Up to $20,000 in down payment and closing cost assistance as a silent second mortgage — meaning no monthly payments are required.</div>
<div>Loan types: Works with FHA, VA, USDA, and Conventional loans.</div>
<div>Who qualifies:</div>
<ul>
<li>Available in specific eligible zip codes — primarily targeting areas experiencing revitalization</li>
<li>Parts of the Phoenix Metro and East Valley qualify — worth checking your target neighborhood</li>
<li>Income limits apply — typically at or below 80% of the area median income</li>
<li>Must be a primary residence purchase</li>
<li>Homebuyer education required</li>
</ul>
<h6>Why it’s significant:</h6>
<p>The $20,000 assistance level is the highest available through any Arizona state program. For buyers purchasing in an eligible zip code, this can cover the entire down payment on many Phoenix Metro price points.</p>
<div>Important note: This program is zip-code specific. Not every area qualifies — confirming eligibility on your target neighborhood before building your strategy around this program is essential.</div>
<h3>3. Chenoa Fund</h3>
<div>What it offers: A second mortgage that covers the 3.5% FHA down payment requirement — meaning qualified buyers can potentially close on a home with little to nothing out of pocket. Available in two structures:</div>
<ul>
<li>Repayable option: A second mortgage at a low interest rate, repaid over time</li>
<li>Forgivable option: The second mortgage is forgiven after 36 months of on-time payments on the first mortgage — for buyers at or below 115% of the area median income</li>
</ul>
<div>Loan types: Works specifically with FHA loans.</div>
<div>Who qualifies:</div>
<ul>
<li>Available statewide in Arizona</li>
<li>No first-time buyer requirement</li>
<li>Income limits apply for the forgivable option</li>
<li>Minimum credit score typically 620</li>
</ul>
<h6>Why it’s significant:</h6>
<div></div>
<div>The Chenoa Fund is a national program with strong availability in Arizona. For buyers who are short on savings but qualify on income and credit, this is one of the most powerful zero-out-of-pocket pathways to homeownership available.</div>
<div></div>
<div><img decoding="async" class="alignnone wp-image-7493 size-medium" src="https://sweetloans.net/wp-content/uploads/2026/05/down-payment-assistance-arizona-first-time-buyer-1.jpg-1-300x200.jpg" alt="" width="300" height="200" srcset="https://sweetloans.net/wp-content/uploads/2026/05/down-payment-assistance-arizona-first-time-buyer-1.jpg-1-300x200.jpg 300w, https://sweetloans.net/wp-content/uploads/2026/05/down-payment-assistance-arizona-first-time-buyer-1.jpg-1-1024x683.jpg 1024w, https://sweetloans.net/wp-content/uploads/2026/05/down-payment-assistance-arizona-first-time-buyer-1.jpg-1-768x512.jpg 768w, https://sweetloans.net/wp-content/uploads/2026/05/down-payment-assistance-arizona-first-time-buyer-1.jpg-1-1536x1024.jpg 1536w, https://sweetloans.net/wp-content/uploads/2026/05/down-payment-assistance-arizona-first-time-buyer-1.jpg-1-2048x1365.jpg 2048w" sizes="(max-width: 300px) 100vw, 300px" /></div>
<h3>4. Hoper Program</h3>
<div>What it offers: Down payment and closing cost assistance that can be paired with FHA financing to bridge the gap for eligible buyers.</div>
<div>Who qualifies:</div>
<ul>
<li>Specific income and property location requirements apply</li>
<li>Available in qualifying Arizona markets</li>
<li>Must be a primary residence purchase</li>
</ul>
<h6>Why it’s significant:</h6>
<div></div>
<div>The Hoper program is one of several assistance options that I actively monitor for availability and eligibility updates. For buyers who don’t qualify for the larger state programs, niche programs like Hoper can provide meaningful assistance that makes the difference.</div>
<h3>5. VA Loans — No Down Payment Required</h3>
<div>What it offers: If you’re an eligible veteran, active duty service member, or surviving spouse — this is your most powerful tool and it doesn’t require any down payment assistance program at all. VA loans are zero down by design.</div>
<div>Who qualifies:</div>
<ul>
<li>Eligible veterans, active duty service members, National Guard and Reserve members, and surviving spouses</li>
<li>Certificate of Eligibility required</li>
<li>Primary residence only</li>
</ul>
<h6>Why it’s significant:</h6>
<div></div>
<div>Veterans who qualify for a VA loan should exhaust this benefit before layering in DPA programs. Zero down, no mortgage insurance, and competitive rates — no assistance program comes close to what the VA loan already provides on its own.</div>
<div>If you’re a veteran and you’re also in a Home Plus eligible income bracket, in some cases these programs can complement each other — ask your broker to run both scenarios.</div>
<h3>6. USDA Loans — Zero Down in Eligible Arizona Areas</h3>
<div>What it offers: Zero down payment for buyers purchasing in eligible rural and suburban areas. USDA loans are government-backed and come with below-market interest rates and lower mortgage insurance costs than FHA.</div>
<div>Who qualifies:</div>
<ul>
<li>Property must be in a USDA-eligible area — Queen Creek, San Tan Valley, Maricopa, parts of the East Valley, and many suburban Arizona communities qualify</li>
<li>Income limits apply — designed for low-to-moderate income households</li>
<li>Minimum credit score of 640 for streamlined processing</li>
<li>Primary residence only</li>
</ul>
<h6>Why it’s significant:</h6>
<div></div>
<div>Many buyers are surprised to learn that parts of the Phoenix Metro qualify for USDA financing. For buyers in eligible areas who don’t have VA benefits, this is the strongest zero-down option available — and it can sometimes be combined with certain DPA programs for closing cost assistance.</div>
<h3>7. Local and County Programs</h3>
<div>In addition to statewide and national programs, Maricopa County and individual cities within the Phoenix Metro occasionally offer their own assistance programs. These have included:</div>
<ul>
<li>City of Mesa homebuyer assistance programs</li>
<li>City of Phoenix down payment assistance</li>
<li>City of Gilbert and other East Valley municipalities</li>
</ul>
<div>These programs tend to have limited funding windows and specific eligibility requirements. They can sometimes be layered on top of state and national programs for additional benefit. Availability changes frequently — confirming what’s currently active in your target city is something your broker should check before you start your home search.</div>
<div></div>
<div>
<figure id="attachment_7488" aria-describedby="caption-attachment-7488" style="width: 300px" class="wp-caption alignnone"><img loading="lazy" decoding="async" class="size-medium wp-image-7488" src="https://sweetloans.net/wp-content/uploads/2026/05/arizona-east-valley-neighborhood-usda-eligible-home-sweet-loans.jpg-300x225.jpg" alt="Suburban Arizona neighborhood in Queen Creek eligible for USDA zero down payment loan program" width="300" height="225" srcset="https://sweetloans.net/wp-content/uploads/2026/05/arizona-east-valley-neighborhood-usda-eligible-home-sweet-loans.jpg-300x225.jpg 300w, https://sweetloans.net/wp-content/uploads/2026/05/arizona-east-valley-neighborhood-usda-eligible-home-sweet-loans.jpg-1024x768.jpg 1024w, https://sweetloans.net/wp-content/uploads/2026/05/arizona-east-valley-neighborhood-usda-eligible-home-sweet-loans.jpg-768x576.jpg 768w, https://sweetloans.net/wp-content/uploads/2026/05/arizona-east-valley-neighborhood-usda-eligible-home-sweet-loans.jpg-1536x1152.jpg 1536w, https://sweetloans.net/wp-content/uploads/2026/05/arizona-east-valley-neighborhood-usda-eligible-home-sweet-loans.jpg-2048x1536.jpg 2048w" sizes="(max-width: 300px) 100vw, 300px" /><figcaption id="caption-attachment-7488" class="wp-caption-text">Many East Valley communities including Queen Creek, San Tan Valley, and Maricopa qualify for USDA zero-down financing — surprising many buyers who assumed the program was only for rural areas.</figcaption></figure>
</div>
<h2>Can You Stack Multiple Programs?</h2>
<div>In some cases, yes. Certain DPA programs can be combined — for example, a Home Plus grant layered with an FHA loan, or a USDA loan paired with a closing cost assistance program. However, not all programs allow stacking and the rules around combination vary by lender and program guidelines.</div>
<div>This is one of the most important reasons to work with a broker who actively monitors the DPA landscape rather than a lender who only offers one or two programs. The right combination for your situation depends on your income, credit, the property you’re buying, and the specific program availability in your area — all factors that need to be evaluated together.</div>
<h2>What Else You Should Know Before Applying</h2>
<div>Homebuyer education is typically required. Most DPA programs require completion of a HUD-approved homebuyer education course. These are typically available online, take a few hours to complete, and are either free or low-cost. This requirement is worth completing early — it can’t slow down your transaction if it’s already done.</div>
<div>Income limits are household limits. When a program says income limits apply, that typically means the combined income of all adults in the household, not just the borrower on the loan. Make sure you’re calculating this correctly before assuming you qualify.</div>
<div>Programs can run out of funding. DPA programs operate on allocated funding, and popular programs can exhaust their funds before the end of a program year. If you’re planning to buy in 2026 and there’s a program you want to use, don’t wait. Funding windows close — sometimes quickly.</div>
<div>Pre-approval comes first. To know which programs you actually qualify for, you need to know your credit score, income, and the loan amount you’re eligible for. The right starting point is always a pre-approval conversation — from there we can map your DPA options clearly.</div>
<h2>The Bottom Line</h2>
<div>The down payment is one of the most common barriers to homeownership in Arizona, but it doesn’t have to be an insurmountable one. Between state programs, national programs, and zero-down loan options, there are more paths to the closing table than most buyers realize.</div>
<div>Helping buyers understand and access these programs is one of the most rewarding parts of what I do. I stay current on program availability, income limits, and new programs as they enter the market — because knowing what’s available right now can change everything for a buyer who thought they weren’t ready.</div>
<div>If you’re a first-time buyer in Arizona and you’re not sure whether you qualify for down payment assistance — let’s find out together.</div>
